Capabilities
- ShippedA firm administrator sets a release threshold on Firm control — versioned, with who, when and why — or turns it off.
- ShippedAt or above it, a trustee's request to distribute (or to distribute from a supplemental-needs trust), to pay themselves, or to pay a related party takes two of the firm's attorneys: the first clearance waits, and a different attorney completes it.
- ShippedThe trustee states the amount of every such request; a request with no stated amount — every one made before the threshold existed — takes two attorneys while a threshold is set.
- ShippedThe rule lives on the table: no path clears a request past it, and no browser writes a decision — the clear route reads the request in the person's own session, spends a single-use approval bound to the request, its amount, its first clearance and the step, and writes the decision as the platform.

Limits
- A firm with fewer than two attorneys cannot set a threshold: the firm's page says so and names the fix (add an attorney, then set it).
- A threshold set while the firm had two attorneys stays set if one leaves — a request at or above it cannot be completed until an attorney is added or the threshold is turned off; the queue and Firm control say so. It is never turned off for the firm.
- Deposits and receipts are never gated, and the other requests (a sale, a creditor payment, portal delivery, a creditor contact, anything else) keep one clearance.
- Asking the trustee to hold never needs two people; the firm's staff may ask at either step.
- The amount is the trustee's statement: the platform compares it with the threshold, not with the ledger.
